A Common Carrier is the transport of the people or property and available to charge a fee for the transportation of the people or goods operated by a person or company, who has the responsibility of any possible loss of the goods during transportation. The Common Carrier services to the general public under a license or authority provided by a regulatory body, and can not refuse to carry a particular people or goods without justification. In the gas business, the Common Carriage is a term often used interchangeably with open access and third party access.
