Owner’s Project Requirement

Owner’s Project Requirement is the outlines functional requirements of the expectations of the facilities and systems that is the foundation for successful delivery of a project defined by the owner. The Owner’s Project Requirement is the basis of all design and engineering, procurement, construction, operation and maintenance, and test and inspection plan and procedure as well as acceptance and decision criteria.

Reference Definition by ASHRAE: Owner’s Project Requirement is a written document that details the functional requirements of a project and the expectations of how it will be used and operated. These include project goals, measurable performance criteria, cost considerations, benchmarks, success criteria, and supporting information.
