Pre Start-up Safety Review (PSSR)

A Pre Start-up Safety Review (PSSR) is carried out to confirm that all appropriate elements of process safety management have been addressed satisfactorily, and the facility is safe to start-up. A PSSR consists of a checklist of all activities including facilities, systems, procedures, reviews, analysis, etc., to be thoroughly verified before a process begins or restarts in order to ensure that potential hazards have been properly addressed.

The PSSR must confirm the following: Construction and equipment are in accordance with design specifications; Safety, operating, maintenance, and emergency procedures are in place and are adequate; A process hazard analysis has been performed for new facilities and recommendations have been resolved or implemented before startup, and modified facilities meet the management of change requirements; and training of each employee involved in operating a process has been completed.
